Guess it’s just «Internationale Polizeiausstellung IPA 1956» («International Police Exhibition IPA 1956») — the «German Post» (or «Deutsche Bundespost») is only the publisher — just like «Royal Mail» in the UK.

says that the design was by “Michel und Kieser”, but i couldn’t find more information on them.
i guess this is more like a big slap to the world y’all. or maybe like “stop, gimme that weed you got there.”
